KAOHSIUNG — Transit police are reviewing possible criminal liability after a foreign passenger was filmed urinating on seats inside a Kaohsiung MRT train at Gangshan Station (岡山車站) on Sunday morning, Oct. 18.
The Central News Agency reported that Kaohsiung Rapid Transit Corporation (KRTC) issued a violation notice to the man and removed the affected train for cleaning and disinfection.

A witness account cited by KNews said three foreign men had been asleep as the Red Line train reached its final stop. Other passengers reportedly woke them before one man approached a row of seats near a female passenger and began urinating.
Video circulated on social media showed a man wearing a patterned shirt and blue shorts standing in front of the seats as nearby passengers moved away. His identity and nationality have not been released.

Staff remove passengers from train
KRTC said its operations center received a report at about 8:57 a.m. and directed a station manager to check the train. At 9:01 a.m., the manager reported that three intoxicated foreign passengers had been escorted off the train.
The operator described the incident as disorderly conduct related to alcohol consumption and issued a violation notice to the passenger responsible. KRTC said the offense may carry a fine of NT$1,500 to NT$7,500 under the Mass Rapid Transit Act.
Staff conducted emergency cleaning before the train was withdrawn from service for a more thorough cleaning and disinfection, according to the operator.
Police examine possible criminal offense
Kaohsiung’s MRT Police Division said it had requested the passenger’s identifying information and relevant video from KRTC to determine whether the conduct may constitute an offense under Taiwan’s public-indecency provisions.
Article 234 of Taiwan’s Criminal Code addresses certain public obscene acts committed with the intent that they be viewed. Police have not concluded that the passenger’s conduct met that legal standard.
The police division said it did not receive an immediate report through either the MRT operations center or the 110 emergency hotline when the incident occurred. The published police statement did not announce an arrest or formal criminal charge.
