KAOHSIUNG — Deputy Mayor Lin Chin-jung (林欽榮) pledged Oct. 8 that the new freeway connection serving Nanzih Industrial Park (楠梓產業園區) will be completed by December 2028, amid complaints about construction traffic.
According to the Freeway Bureau’s project information, the overall transport plan has a budget of almost NT$15.6 billion and comprises three components: new National Freeway 1 ramps, a connecting road to the park, and ramps linking Provincial Highway 1. Construction began March 28, 2026.
The new freeway ramps will provide a northbound entrance and southbound exit connected to the park access road. The bureau says the connection will allow vehicles to travel directly between the freeway and the park without using surrounding city streets.
In its groundbreaking announcement, the bureau estimated that a journey currently taking about 15 minutes via Provincial Highways 1 and 22 could be shortened to about three minutes.
City councilor Chen Li-chen (陳麗珍) questioned the timetable during a council session. Liberty Times reported that dump trucks and other construction vehicles have caused congestion around Lane 1003 of Gaonan Highway (高楠公路), part of Provincial Highway 1, creating difficulties for motorcycle riders.

Lin said construction remained on schedule and was ahead of planned progress in some areas. He said the connection was essential to accommodate Taiwan Semiconductor Manufacturing Co.’s expanding operations in the park.
The Public Works Bureau’s Construction Office (新建工程處) has also set December 2028 as the target for completion and opening. Officials say separating industrial traffic from local roads should improve transport efficiency and road safety.
