KAOHSIUNG — A development team has been selected as the preferred applicant for a NT$7.2 billion urban renewal project beside Kaohsiung MRT’s R17 World Games Station (世運站).
The team includes Ying Shun Construction (盈舜營造) and Kao Hsing Chang Iron & Steel Corp. (高興昌鋼鐵). Its selection allows the city to move toward negotiations and further approvals, but does not mean construction can begin immediately.
The NT$7.2 billion figure represents estimated project investment rather than direct city government spending.
Known as the A6-block public urban renewal project, the development covers approximately 10,609 square meters, or 3,209 ping. The selected proposal calls for four buildings.
Under the plan, the city would receive a 17-story mixed-use building containing housing intended for skilled workers, Grade A office space, commercial areas, and public childcare facilities. The private development team would construct three additional 21-story buildings containing homes and commercial space.
A raised pedestrian walkway is also planned between the development and the neighboring A5 block, providing a connection toward R17 station. Earlier city planning documents describe the route as an approximately 300-meter walk to the station, rather than a bridge leading directly to the MRT platform.
The city has positioned the project as transit-oriented development intended to place homes, employment and public services within walking distance of the Red Line. Plans also call for accessible public areas, landscaping, earthquake-resistant construction and green-building certification.
The site is approximately 1.5 kilometers from Taiwan Semiconductor Manufacturing Co.’s (TSMC, 台積電) Nanzih operations and one MRT stop from R18 Oil Refinery Elementary School Station (油廠國小站). City officials expect housing and office demand in northern Kaohsiung to increase as semiconductor investment expands along the industrial corridor.
The A6 project forms part of a broader redevelopment plan around the World Games Station. The neighboring A5 block is being developed separately, but the two sites are expected to share pedestrian connections and public facilities in the long term.
The city’s preliminary schedule allows approximately four and a half years for completion after construction is formally declared underway. A construction start date has not yet been announced.
