TAINAN — A Tainan man has won a challenge to 17 traffic fines after the Kaohsiung High Administrative Court (高雄高等行政法院) found that a neighbor’s prolonged, targeted collection of surveillance footage served an improper purpose.

The man, surnamed Wu (吳), received fines of NT$1,200 each for failing to use turn signals properly between Aug. 17 and 29, 2025. The penalties totaled NT$20,400.

According to a Nov. 7 Liberty Times report, the citations involved Wu riding motorcycles and driving a commercial passenger vehicle near his home in Tainan (臺南). He challenged the penalties through an administrative lawsuit.

Wu told the court that the neighbor lived in the same row of attached houses and had installed a camera to continually record nearby residents’ movements. He described the reports as retaliatory and said the surveillance had left his family fearful.

He also argued that the footage showed him leaving or returning home on a remote road surrounded by farmland, with no other road users present.

Police defended the citations, saying the camera faced a public road rather than Wu’s front entrance. His vehicles entered a publicly visible space after leaving the garage, they argued, and the recording did not seriously infringe his privacy.

The court found that the neighbor had submitted 89 vehicle-related reports concerning Wu since August 2025. The collection of footage across both daytime and nighttime demonstrated sustained, targeted surveillance, according to the Liberty Times account.

The judge concluded that the reporting lacked a legitimate purpose and a reasonable connection to traffic enforcement. The violations in this case posed no danger to road safety, and there was no overriding public interest requiring the penalties to stand.

The court overturned the 17 penalties. A separate report carried by Yahoo News said the ruling could be appealed.
