    Kaohsiung Mayoral Hopeful Chiu Yi-ying Pitches “Spine Line” Expressway Along Gaoping River

    The project, says Chiu, would become the “Spine of Kaohsiung” (高雄脊椎線), supporting long-term population growth, regional mobility, and economic competitiveness for southern Taiwan.

    KAOHSIUNG — Democratic Progressive Party (DPP) mayoral primary candidate Chiu Yi-ying (邱議瑩) is promoting a plan to build a new expressway along the Gaoping River (高屏溪) levee, calling it the transportation “spine line” that would bind Greater Kaohsiung’s network together and reshape mobility across southern Taiwan.

    The Liberty Times reports Chiu (邱議瑩) presented the proposal during the fourth installment of her “Six Major Visions” (六大願景) policy series, focused on housing, transportation, urban planning, green space, and pet-friendly policies.

    She said that if elected mayor, she would construct a levee-top expressway running parallel to the Gaoping River (高屏溪堤岸), forming the backbone of a proposed “30-minute Greater Kaohsiung Living Circle.” The corridor would link Kaohsiung (高雄), Pingtung (屏東), and Tainan (台南) into a unified “Southern Taiwan Metropolitan Region.”

    Chiu (邱議瑩) said her “six rings and six lines” plan includes major north-south routes such as Provincial Highway 17, Provincial Highway 1, National Freeway 1, National Freeway 3, National Freeway 7, the West Coast Expressway, Highway 61, and the proposed Gaoping River Levee Expressway.

    East-west corridors include Expressway 86, Expressway 88, National Freeway 10, the planned second Kaohsiung–Pingtung Expressway (高屏第二快速道路), and the Yong’an–Qishan Express Route (永安至旗山快速道路). These would integrate with Kaohsiung’s MRT and light rail.

    She emphasized that the Gaoping River levee road is the single most important new artery in the entire program. Starting near Qishan (旗山) and Meinong (美濃), it would connect to Expressways 86 and 88, National Freeway 10, and the future second Kaohsiung–Pingtung expressway, before running south toward the proposed Nansing International Airport (南星新機場).

    The project, she said, would become the “Spine of Kaohsiung” (高雄脊椎線), supporting long-term population growth, regional mobility, and economic competitiveness for southern Taiwan.
