    Former Sanitation Depot Set to Become Major “Transit-Oriented Development” Landmark Near C34 Wucyuan Elementary LR Station

    Plans call for the building design concept to evoke “art, campus, and stacking,” transforming the idea of stacked books into architectural language.

    KAOHSIUNG, Taiwan — A site that for more than 60 years housed the Lingya District Sanitation (清潔隊) headquarters is being transformed into a high-profile urban redevelopment project under a 55.67-billion-NT-dollar government-led scheme, to create a new mixed-use landmark beside the Kaohsiung Light Rail C34 Wucyuan Elementary School Station (五權國小站). 蕃新聞+1

    Big-ticket public redevelopment

    On Dec. 23, 2025, the Kaohsiung City Government’s Metro Engineering Bureau and Longda Construction (隆大營建) formally signed a cooperation agreement for the Lingya Sanitation Service Site Public Urban Renewal Project (苓雅清潔隊公辦都更案), located at the corner of Sanduo 2nd Road and Heping 1st Road in Lingya District. The project covers roughly 3,452 sq m (about 1,044 ping) and is expected to develop approximately 17,000 sq m of mixed-use space. 蕃新聞

    Design with books and sustainability

    Longda has pitched the building design around the concept of “art, campus, and stacking,” transforming the idea of stacked books into architectural language. Facade elements like staggered balconies and vertical greenery are intended to evoke the impression of pages turning, and the project aims to achieve Silver-level green building certification along with seismic resilience marks. Rainwater harvesting, permeable paving, and layered landscaping are part of the sustainability plan. 蕃新聞+1

    TOD integration and community services

    City officials and the developer say the project embodies transit-oriented development (TOD) by linking residential, commercial, and public services with the light rail network. The site sits about 250 m from Wucyuan Elementary Station, which is part of the Kaohsiung Light Rail system. UDN House+1

    The design also calls for a 6-meter setback along Sanduo Road to create a tree-lined pedestrian path linking to the light rail and providing a safer route for families and students walking to school. Corner plazas and retail spaces oriented toward Heping Road and Yingming Road will aim to activate street life and local commerce. FBS

    When complete, the development is projected to deliver about 400 new residential units, which the Kaohsiung Metro Engineering Bureau estimates could add approximately 1,200 new riders to the light rail daily. 蕃新聞+1
