KAOHSIUNG — Taiwan International Ports Corporation (臺灣港務股份有限公司, TIPC) has unveiled a 15th-floor, 360-degree observation space at Kaohsiung Port Cruise Terminal (高雄港旅運中心), but the area is not yet open to the public, according to the Liberty Times.
TIPC expects to complete the process of recruiting a cafe operator by late 2026 or early 2027. No opening date has been announced, and the final layout and visitor arrangements will depend on the winning operator’s plans.
The space overlooks Kaohsiung Port, Love River Bay (愛河灣), Kaohsiung Music Center (高雄流行音樂中心) and the Asia New Bay Area (亞洲新灣區), the city’s waterfront redevelopment district.
TIPC Chairman Yung-Hui Chou (周永暉) told the Liberty Times that the company aims to attract 150,000 visits annually to the cruise building by working with the Kaohsiung City Government on port-area improvements, shore excursions and city tourism.
Operations center links ports around Taiwan
The cruise terminal also houses an operations and emergency coordination center that consolidates real-time information and critical systems from the seven international commercial ports and two domestic ports managed by TIPC.
A separate ministry statement issued Aug. 28 said the center is intended to improve emergency reporting, monitor disasters and operating conditions, and support coordinated decisions across ports. The statement followed a ministry inspection on Aug. 26.
The same agency statement said the building uses a smart microgrid, 12.7-kilowatt-peak solar installation and a 1-megawatt, 2-megawatt-hour energy storage system. TIPC estimates that the system can reduce annual carbon dioxide emissions by about 250 metric tons.
Location and access
The terminal is at No. 5 Haibian Road in Lingya District (苓雅區). The TIPC cruise portal lists the Kaohsiung Light Rail’s Cruise Terminal Station, C09, as about a one-minute walk from the building.
