    Kaohsiung opens second phase of green roof subsidies with grants up to NT$800,000

    The municipal program targets urban cooling and net-zero carbon goals by funding up to 49 percent of renovation costs.

    KAOHSIUNG — The Kaohsiung City Public Works Bureau (高雄市工務局) opened applications for the second phase of its Building Vertical Greenery and Green Roof Subsidy Project (建築物立體綠化及綠屋頂補助計畫) on June 1, 2026, according to a report by the Liberty Times. The application window will remain open until June 22, 2026, offering a maximum subsidy of NT$800,000 per project to encourage public participation in urban cooling and carbon reduction initiatives.

    The bureau stated that the project supports the municipality’s broader environmental goals, which include a 30% reduction in carbon emissions by 2030 and achieving net-zero emissions by 2050. This phase emphasizes integrating vertical greening with net-zero infrastructure, such as smart irrigation systems, energy-saving equipment, and climate adaptation facilities, to maximize environmental benefits and improve residential living quality.

    Eligible applicants include owners or managers of detached houses, apartment complexes, and other structures that hold a valid building usage license. The program covers up to 49 percent of the expenditures required for roof greening improvements. Covered project categories encompass the installation of vertical greening facilities, as well as the maintenance, management, and repair of existing green roofs. Furthermore, buildings that have obtained official apartment certification marks or have participated in the city’s excellent apartment complex selections can qualify for increased subsidy ratios and total funding amounts.

    To enforce the city’s net-zero policy mandate, new applications must dedicate a minimum of either 10 percent or 20 percent of the total subsidized budget toward net-zero-related facilities. Structures that previously received municipal greening subsidies are also permitted to apply for funding to add these specific net-zero upgrades to continue improving energy efficiency. Public Works Bureau data shows that since the inception of the subsidy program, the city has approved a total of 114 cases, resulting in an aggregate greened area of 4,844 square meters across Kaohsiung.
