Kaohsiung prosecutors have indicted Ho Chien-chung (何建忠), 42, a former executive secretary at the city’s mental health center, accusing him of abusing his position to obtain a teenager’s phone number and then sexually assaulting her after arranging a meeting.
The Kaohsiung District Prosecutors’ Office charged Ho with offenses including forced sexual intercourse involving a minor and violations of Taiwan’s Personal Data Protection Act. Prosecutors requested a combined sentence of 10 years and 6 months, according to the Central News Agency (CNA).
After the case was transferred to court, the Kaohsiung District Court granted Ho release on NT$200,000 bail and imposed restrictions, including limits on residence and travel for eight months, according to United Daily News (UDN).
Discipline vs. disclosure
Kaohsiung’s Health Bureau said Ho received two major demerits on Aug. 9, 2025, and was dismissed on Aug. 11, 2025. The city’s Social Affairs Bureau said Ho’s wife, a city employee accused of leaking case information, was also dismissed after receiving two major demerits, CNA reported.
However, the Social Affairs Bureau’s NT$600,000 fine and the public posting of Ho’s name were dated Jan. 2, 2026, with the announcement appearing on Jan. 5, 2026, CNA reported. The bureau said delivery and due process steps could only be completed after Ho was released on bail.
