    Kaohsiung, Guam Sign Sister-City Agreement to Boost Tourism and Economic Ties

    KAOHSIUNG — Kaohsiung and the U.S. territory of Guam formally signed a sister-city agreement Wednesday, with officials from both sides pledging deeper cooperation. The agreement was signed by Kaohsiung Mayor Chen Chi‑mai and Guam Governor Lourdes A. Leon Guerrero during a ceremony attended by diplomatic and business representatives.

    Chen said the two coastal cities share similar characteristics, describing both Kaohsiung and Guam as “sunny, passionate ocean cities.” He said the partnership could expand collaboration in tourism development, cultural exchanges, education programs, fisheries, agriculture, and urban governance.

    Guerrero led a delegation including officials from Guam’s tourism and economic development agencies. She previously visited Kaohsiung in 2025, and the new agreement formalizes efforts to build a long-term partnership between the two sides.

    Speaking at the ceremony, Guerrero highlighted Taiwan and Guam’s shared Austronesian heritage. She said tourism remains Guam’s most important economic sector and expressed hope that the sister-city relationship will increase travel and exchanges between residents of both places.

    She also noted Kaohsiung’s strengths in industries such as semiconductors and aquaculture, saying Guam hopes to deepen cooperation in tourism, agriculture, fisheries, healthcare, and smart-city governance.

    The ceremony was witnessed by representatives, including American Institute in Taiwan Kaohsiung Branch Chief Neil Gibson and officials from Taiwan’s Ministry of Foreign Affairs.
