KAOHSIUNG — Development of the Phase 80 rezoning area has picked up pace on the south side of the Kaohsiung Software Park (高軟). Of the roughly 16,000 ping of land in the zone, a 10,000-ping seafront parcel is now being built into Costco Taiwan’s new Kaohsiung flagship store. According to info from the Facebook page 高雄好過日, the project represents an investment of more than NT$3.7 billion, with about 14,000 ping of floor area planned. Structural work and exterior walls are largely complete, and the store is scheduled to open in mid-2026, replacing Costco’s existing Kaohsiung founding location.

On the 6,000-ping plot next to Costco, developers are constructing twelve two-story buildings to form a low-density, open-air commercial complex called Southeast Mile Plaza (東南米樂PLAZA). Steel framing is currently going up, and the plaza is also expected to be completed by mid-2026. The tenant mix will be similar to the developer’s other projects—such as Wufu Mall and Dali Mile—featuring chain restaurants, lifestyle brands, and fast-fashion retailers.

Both new developments will reportedly follow a car-oriented, U.S.-style design, with over 1,000 parking spaces for cars and scooters planned across the two sites. The downside is that when completed, the additional vehicle traffic is expected to pose a significant challenge for navigating surrounding roads.
