Chen said Central Weather Administration (中央氣象署) data available at about 8:30 p.m. Thursday did not meet the standard for suspending work and classes. He said updated information at about 11:30 p.m., combined with expert assessment, showed a higher risk of short-period extreme rainfall.

The Kaohsiung City Government (高雄市政府) said rainfall in Meinong (美濃), Dashu (大樹), Cishan (旗山), and other districts exceeded 500 mm, while several urban and low-lying areas recorded more than 350 mm. The Central Weather Administration (中央氣象署) said short bursts of heavy rain remained possible Thursday.

Kaohsiung City Government (高雄市政府) reportedly decided around midnight on a citywide stop to work and school after updated rainfall forecasts showed significant rain was still expected during the Friday morning commute. The city said the measure was intended to reduce the risk of travel during possible extreme torrential rain.

The wettest conditions are expected Tuesday and Wednesday, when rain and thunderstorms are forecast across Tainan (台南), Kaohsiung (高雄) and Pingtung (屏東). Localized heavy rain is also possible, especially in mountainous areas.

Kaohsiung will have a “typhoon holiday” on Wednesday, Nov. 12, 2025, the city government announced around 7:30 p.m.
Children near the Kaohsiung Times office could be heard celebrating the news. Others may welcome the break as well. Forecasters, however, expect heavy rainfall from 6 a.m. to 6 p.m. Wednesday, so residents should prepare and monitor conditions.
