    Zuoying “High-Speed Rail Technology Core” Building Project Hearing Set for March 25

    KAOHSIUNG — A long-anticipated public hearing for the “Zuoying High-Speed Rail Technology Core” (左營高鐵科技之心) project is scheduled for March 25, nearly two years after the development contract was signed with Kuo Yang Construction (國揚建設) in June 2024.

    The project site is located west of the High Speed Rail station, near the Taiwan Railways New Zuoying Station (新左營車站), and remains at least a year away from groundbreaking, according to current timelines.

    Recent design updates have prompted discussion online, with observers noting that the finalized plans appear more simplified than earlier concept renderings. Features such as multi-layered balconies and extensive vertical greenery have reportedly been scaled back in favor of more practical construction approaches.

    One of the most notable changes is the apparent removal of the originally proposed rooftop public space — described in earlier plans as a “Civic Sky Terrace” or “Urban Vision Hall.” Critics argue this element was a key part of the developer’s proposal and say authorities should ensure commitments made during the bidding process are upheld.

    According to disclosed specifications, both office towers on Sites A and B are expected to reach approximately 124.6 meters in height, with standard office floor heights of 4.2 meters. A separate residential and hotel tower on Site A is planned at approximately 115.2 meters.

    The development is expected to include office space targeting semiconductor-related industries and potential academic collaboration with institutions such as National Yang Ming Chiao Tung University and National Tsing Hua University. Portions of the space are expected to be allocated for government use.

    Lower floors of Site A are planned to include a transit hub and retail space, with early indications suggesting a focus on food and beverage offerings. Upper levels of the residential tower are expected to incorporate a boutique hotel with approximately 120 rooms and amenities such as a swimming pool, positioned toward the business travel market.
