KAOHSIUNG — Drivers on Jian-sing Road (建興路) in Sanmin District (三民區) face lane restrictions as work proceeds to replace aging underground drains between Lane 402 and Jianchang Road (建昌路). Completion is scheduled for April 2027.
The road remains open, but parts of the construction zone have been reduced to a single traffic lane. Some parking spaces have also been temporarily removed. The Water Resources Bureau recommends using Jiande Road (建德路) or Jhengsing Road (正興路) as alternative routes during busy periods.
According to the bureau’s project announcement, construction began in mid-October with NT$18 million in funding from the National Land Management Agency.

The existing drainage system dates to around 1981. Years of use and damage from heavy rain and typhoons have weakened sections of pipe, previously causing the road surface to sink. Ground-penetrating radar inspections identified damaged underground structures requiring replacement.
The second-phase project will replace approximately 107 meters of circular drainage pipe with reinforced box culverts measuring 1.2 meters by 1.2 meters, improving structural safety and drainage capacity.
It follows an earlier upgrade between Jhengsing and Jiande roads, completed in October 2025. That phase replaced approximately 270 meters of drainage structures and resurfaced the road. The bureau said the improved section performed well during this year’s heavy rainfall.
Motorists should slow down through the work zone and follow temporary signs and traffic guidance.
