    Enclosed-Cabin Scooters May Soon Be on Kaohsiung Streets; Car License Required

    KAOHSIUNG — Cars have advantages: size, speed, protection from the elements. But major downsides include sitting in traffic jams, finding parking, and a host of costs from taxes to upkeep. The pros and cons of scooters might boil down to “very convenient, very, very dangerous.” So, why not consider getting a hybrid?

    Commuters may soon see a new type of vehicle on the roads as the Ministry of Transportation and Communications (MOTC) prepares to legalize enclosed-cabin three-wheeled scooters as early as the second half of 2026. However, in a move to ensure safety, the ministry confirmed that these vehicles will require a standard light vehicle (car) license (汽車駕照) to operate, rather than a motorcycle permit.

    While these “cabin pods” will be issued motorcycle license plates, they will occupy a unique legal space. They will have road rights equivalent to cars—meaning they can use the center of the lane—but they will be strictly “banned from national highways” (禁行國道), freeways, and expressways.

    Major manufacturers such as Aeon Motor (宏佳騰) and Sanyang Motor (三陽工業) are reportedly waiting for the final technical specifications before announcing local pricing and launch dates. Gogoro (睿能創意) is also being watched closely for a potential electric version that would suit Kaohsiung’s push for green transportation.

    This Chinese model sells for roughly US$2,000, but it’s unclear if or when imports from China will be allowed.
