KAOHSIUNG — Kaohsiung will introduce a new “communication first” mechanism and legal consultation services for teachers, following the recent death of a teacher, which has renewed concern over how schools handle parent-teacher-student disputes.
The Kaohsiung City Government Education Bureau (高雄市政府教育局) said the measures are intended to support teachers while protecting students’ rights and improving communication among schools, parents, and students.
The bureau said the new approach follows recent Ministry of Education (教育部) amendments to rules governing the dismissal, non-renewal, suspension, or severance of elementary and high school teachers. The revisions call for stronger prevention mechanisms before disputes escalate into formal legal or administrative procedures.
Under the planned system, schools would be encouraged to use early communication and mediation before a case enters formal statutory procedures. The bureau said the goal is to clarify misunderstandings, rebuild trust, and prevent conflicts from escalating into lengthy investigations when early dialogue may be more appropriate.
The bureau said it is drafting guidelines to help schools decide when to activate the communication mechanism before formally accepting a case. Outside professionals are expected to be brought in to assist schools, including representatives from principal associations, teacher groups, parent groups, counseling and guidance specialists, and legal professionals.
The outside members would help with dialogue, fact clarification, emotional support, and professional assessment, the bureau said.
Education officials said the mechanism is also intended to reduce pressure on frontline teachers and school administrators, who are often left to handle disputes alone.
In addition to the communication mechanism, the bureau said it will allocate a special budget for teacher legal consultation services. Details are still being discussed, but officials said the service is intended to give teachers timely professional support when they are carrying out teaching and counseling duties in accordance with the law.
