    Kaohsiung Joins Global Smart City Network — Taiwan’s First Member City

    KAOHSIUNG — The Kaohsiung City Government has officially joined the Open & Agile Smart Cities (OASC) network, becoming Taiwan’s first member city in this influential global smart city alliance.

    OASC is a nonprofit international network of over 160 cities and communities across 35 countries, working together to promote open standards, data sharing, and interoperability — the ability for different systems and technologies to work together. Membership gives Kaohsiung a seat at the table in shaping international smart city standards and helps local innovations gain global visibility.

    OASC helps cities lower barriers to digital transformation, ensuring smart city technologies are sustainable, cost-effective, and easy to replicate. A key part of OASC’s work is the development of Minimum Interoperability Mechanisms (MIMs) — shared technical standards that let cities exchange data smoothly across different platforms.

    By joining OASC, Kaohsiung can now share experiences and tap into proven international models — while bringing its own sovereign AI, smart mobility, and green technology solutions to global markets. According to Information Bureau Director Liu Chun-chieh (劉俊傑), Kaohsiung has been developing the world’s first city-level sovereign AI system — a secure, city-owned platform for digital governance. Membership in OASC marks a new phase of international cooperation. Through OASC’s working groups, Kaohsiung will collaborate with EU cities on data governance, AI ethics, and open data ecosystems.

    OASC Chair Karl Filip Coenegrachts praised Kaohsiung’s forward-thinking smart city strategies and invited the city to present at the OASC Annual Conference in Portugal in January 2026, showcasing Kaohsiung’s leadership in digital transformation and AI-driven governance.
