The woman, identified in court documents by the pseudonym “Xiao Xuan,” attempted to toss her garbage bag into the truck’s open rear compartment before the vehicle had fully stopped. Witness accounts and surveillance footage showed she swung her arm backward and threw the bag forward “using inertia,” in a motion resembling a basketball shot.

Unlike conventional taxis, “multi-service taxis” must be pre-booked through an app or dispatch system. They cannot accept street hails or wait in taxi ranks and typically use platform-based pricing rather than a meter. Under current rules, such taxis are generally not allowed to pick up passengers directly at airports.

Plans call for three towers rising 28 and 31 stories above ground with four basement levels. The development will combine office space, a business hotel, retail shops, and residential units in what officials describe as a mixed-use landmark integrating commercial services with sports and recreation facilities. Chang left Taiwan in 2016 while still facing trial. In 2017, the Kaohsiung District Court sentenced him in absentia to five years and six months in prison, and he was placed on Taiwan’s wanted list.

In a message posted on the park’s Facebook page, management thanked visitors for their years of support and said the closure was due to the expiration of the venue’s operating agreement.
