The dispute highlights a familiar problem behind Kaohsiung’s “pedestrian hell” label: even after a deadly crash, officials, residents, and businesses are still arguing over what counts as walkable public space, who is responsible for keeping it clear, and whether painted fixes can protect people when sidewalks are missing or compromised.

Police said driving while fatigued is believed to be the main cause of the crash, but a city inspection also pointed to a familiar mix of illegal scooter parking, limited pedestrian space, and road design problems around the site.

The Fourth Precinct said Cheng had served for about two years and was known for strong work performance, sincerity, and good relations with colleagues.

The departed Kaohsiung officer was known for twice surviving helicopter crashes while serving in the airborne police unit, now part of the National Airborne Service Corps. In February 2005, he and three others survived after a Dolphin helicopter crashed into the sea off Taichung Port during a rescue training exercise. In January 2008, he was again among the survivors when another helicopter crashed during a mountain rescue mission after its tail rotor struck the ground during landing.

“This level of concentration [in the Dianbao River basin in Kaohsiung] is a powerful indicator that they are not just surviving—they are thriving and reproducing,” the Association warned.

In some cases, the waiting box is left in place as an option, while some intersections are being modified with added left-turn areas for scooters and motorcycles, letting them queue with cars to turn left.

Authorities said the packages contained 20 bags of marijuana with a total gross weight of 1,340.5 grams. The drugs have an estimated black market value of NT$3 million.

Districts expected to be affected include Siaogang (小港), Cianjhen (前鎮), Fongshan (鳳山), Lingya (苓雅), Sinsing (新興), Cianjin (前金), Sanmin (三民), and Gushan (鼓山).
